Answer: Emergency Manager Kevyn Orr is answerable to state Treasury Department officials and the governor. The law requires the emergency manager to submit quarterly financial reports on the city to the state treasurer and get the treasurer's approval for making changes to the pension fund. Within 45 days of his appointment, Orr is also required to submit a financial and operating plan to state officials.
