The man who came into power as the youngest mayor in Detroit history leaves as the only chief executive charged with a felony. The decision in 2003 by Mayor Kwame Kilpatrick and his former chief of staff, Christine Beatty, to remove Gary Brown from the helm of internal affairs snowballed into a wide-reaching scandal. Lying about the decision under oath during a whistleblower trial eventually cost them their jobs, and landed them behind bars.
