A 48-year-old Mount Clemens man faces up to four years in prison after he allegedly threw a 13-year-old girl into the Clinton River from a boardwalk.

Frank Michael Smoger was arraigned via video Thursday in 41B District Court of Clinton Township on a charge of felonious assault.

Around 11 p.m. a 13-year-old Mount Clemens girl was walking with her brother on the boardwalk near the river in Mount Clemens, according to the Macomb County Sheriff’s Office.

“As they neared the Dickinson Bridge, a male subject who was also walking on the boardwalk picked up the child and threw her into the Clinton River,” police said. “The brother helped the child out of the water and the girl flagged down a passing sheriff car.”

The girl told deputies her head hit the dock as the man threw her in. Deputies called for an ambulance, but the girl was not hospitalized.

The girl described the suspect who deputies found lying on the ground “highly intoxicated,” officials said.

Smoger was placed under arrest and taken to the Macomb County Jail.

Bond was set at $15,000 cash. He is scheduled to return to court July 6.
