Detroit Zoo's troubled penguin center reopens with a problem. It still leaks

Royal Oak — Detroit Zoo officials revealed Monday that the park's $32 million Polk Penguin Conservation Center has finally reopened to the public after a 29-month closure tied to faulty waterproofing.
